Developers attempt to decrease owner rights.

An inviting tree-lined street

This last session of the Texas legislature had 70 bills introduced directly affecting POAs, HOAs and COAs.

There was legislation in the 2009 Texas legislature that would have dramatically affected the way community associations operate.  This is the largest number of such bills ever introduced at one time. This concerted effort by the developers of Texas represents a conspiracy to over-legislate the management of community associations in order to further strip rights of owners.

I seriously doubt this is only happening in Texas.  And I doubt they will give up, although the majority of these bills did not pass.
